Windows 8 has newer on-board AHCI and RAID drivers than Windows 7. That may be the reason why you ran into problems trying to install Win7, whereas the Win8 installation worked fine.

Have you tried to load the Intel RST drivers v11.7.1.1001 at the beginning of the Win7 installation by hitting the "Load Driver" button?

Another tip: Unplug all unneeded devices (inclusive HDDs/SSDs except the system drive), before you start with the OS installation.

Unfortunately you neither have mentioned the chipset of your system nor the SATA mode (AHCI or RAID) your HDD/SSD(s) are running. This makes it difficult to recommend any other special Intel RST driver.

 

Side note:

The thread title is a little it misleading, because the Intel AHCI and RAID drivers do not belong to the "chipset drivers",
