I have the same Situation here running an ASUS H87-Pro Board (latest Bios). After installing the latest RST Driver the hard disks do no spin down after the set up interval.
After uninstall of RST and revert Driver to win10 integrated Driver 9.4.0.123 the disk shut down after the interval.
It also worked well with the previous installed Win8.1.
