Thanks Kevin. I have already done as you suggested. All Windows 7 updates have been installed and I have tried installing the specific Dell USB 3.0 eXtensible Host Controller Driver install from the Dell support location you provided. This particular driver install package behaves exactly the same as the Intel USB 3.0 eXtensible Host Controller Driver installation package as I noted in my initial post. The latest Intel USB 3 driver is referred to as a fix for similar issue as mine in Dell forums and from what I can gather the latest Dell USB 3.0 driver still has some problems.
To absolutely verify if there is a hardware issue I reinstalled windows 7 using a spare hard drive. After the Windows 7 install was complete I then installed the drivers as per the Dell Latitude E6530 Driver Install Order (Latitude E6530: Windows 7 Driver Install Order | Dell US) and SUCCESS, my USB 3.0 works perfectly on all ports and my new motherboard is fine.
After I installed the new motherboard I did not install the drivers per the Dell install order. I initially installed the drivers using the extracted driver CAB file that Dell offers. I simply updated the devices that had no drivers installed,as viewed in Device Manager. My mistake.
Knowing my new motherboard is OK, I then reinstalled my original Windows 7 hard drive and proceeded removing all the drivers in reverse order of installation per the Dell installation order document. Using this method and many reboots later, I managed not to crash my laptop. I then reinstalled the drivers in the correct order and...no luck, my USB 3 ports still not working
I imagine that it would take some Intel guru with knowledge of the specific registry keys to manipulate to fix this issue. I guess I'll just have to reinstall Windows AGAIN.
