Thank you for the information provided. I have been testing a Dell XPS15 with External WD 2TB USB 3.0 device, all drivers are up to date and with latest Intel® Rapid Start Technology software and so far it has been working fine for me.
Based on the driver version you have, it seems you may be running the OEM version so please uninstall the driver you have and install our driver at this location: https://downloadcenter.intel.com/Detail_Desc.aspx?DwnldID=21612&lang=eng
In the case you are still having problems the support on this feature will be provided by Dell.
