I understand you would like to force USB 3.0 to work as 2.0.

 

To downgrade hardware ports it might be through a BIOS setting.  There may be some kind of compatibility setting for your USB controller in the BIOS, but I recommend contacting your motherboard manufacturer for information about that. 

I also know that if you do not load USB 3.0 drivers, the ports will work as 2.0 speeds.
