First, I'd like to thank you for your continued interest in this issue and I hope you'll continue to pursue for a solution with us.
For reference, here's my original post and basic hardware used:
Everything there is current, except for the motherboard's BIOS which has since then been updated to F8.
I've just tried out what you suggested with negative results:
1. My OS is running on the Intel RST v12.9.2.1000 WHQL set and all my mechanical drives exhibit absolutely NO excessive loading/unloading issues.
Those were installed via the "F6 / Load Driver" method during the initial OS installation.
No 'SetupRST.exe' post-installation was done, meaning I don't use the Intel Rapid Storage Technology GUI for this driver set.
2. I've created an image backup of the OS drive.
3. I've installed the 'SetupRST.exe' of Intel RST v13.1.0.1058 WHQL - your latest official drivers which are featured on Intel's Download Center.
3. Once the installation was done, I've rebooted the machine 2 times just to be sure that all of the procedural driver updates have been made.
4. I then fired up the Intel Rapid Storage Technology GUI, changed it like so and rebooted:
*Note that I don't have the Dynamic Storage Accelerator settings you spoke of, only Link Power Management.
5. My 3 mechanical drive heads are now constantly loading/unloading.
6. As a side note and purely out of enthusiastic curiosity, here are my CristalDiskMark results between the Intel RST v12.9.2.1000 WHQL and 13.1.0.1058 WHQL, on an Intel SSD 520 180GB drive:
