I understand you have some issues with USB 3.0 and external drives.
At this stage, I recommend removing and reinstalling USB 3.0 drivers from control panel. The latest driver is listed below:
Please make sure to test different USB 3.0 devices as it may be compatibility issues with hard drive enclosure.
Also, try customized drivers from your computer manufacturer to isolate an issue with Original Equipment Manufacturer (OEM) drivers.
